Q: My mixer delivers signal to a pre for a pa system via xlr. would this best sit between the mixer and pre or between pre and pa speakers? do i need 2?

I have a similar setup for home use, I do them as close to the source as possible so Mixer to other chain. You need 1 per xlr connection. You can also achieve this for free by disconnecting the ground from your cable at the source end. All this does is float the ground. ART DTI Dual Transformer Isolator Hum Eliminator is a better option and much cheaper. I have tested all 3 methods, ground removing from cable on one end, the ice cube and the ART box all achieve the same results.

Yes, I have mine between my pre-amp and Sound Broad.

Q: Will this remove the "white noise" or "Static" noise coming from the speakers?

The Ice Cube is a ground loop isolator and removes buzz or hum completely caused by ground loop. A ground loop is caused by the interconnection of electrical equipment that results in there being multiple paths to ground, so a closed conductive loop is formed. White Noise and Static are not really the same thing. White Noise is a constant wash of several frequencies. Static is usually clicks and pops like bacon sizzling. I'd also want to know if your issue is with a computer or a stand alone audio system. I suggest you google all these terms (ground loop, line hum and buzz, static, white noise) to help diagnose the problem.

Q: Can this be used with a Blue Icicle and if so, how?

I do not own a blue icicle but it seems it would. one end is male other is female. Icicle is female so plug into male side cable other end. should chain fine. However unsure if it'll solve your problem. You can float your ground on a spare cable by disconnecting the ground shield from the housing on one end. It's safe, on the source side.
